Drain the tomato, and slice the oranges and lemon very thin, quarter and remove any seeds. Using a cheese cloth, tie up the spices. Mix the tomatoes with sugar and salt in an 8 qt saucepan, stirring well. Then add the spice bag and the orange and lemon slices. Bring to a boil, stirring only occasionally. Cook for 45 minutes. Skim off any foam.
